If you only want to move some users to a new plan, buy a new plan with the number of licenses you need, and assign those licenses to the users that you want to move. When you change plans, all users in the current plan are assigned licenses for the new plan at the same time.

After you buy a new plan, all users are automatically assigned licenses in the new plan, and your old plan is canceled for you.
